Health Reimbursement Arrangement (HRA)

 

An HRA is an account funded by HPRS that provides tax free reimbursement funds for IRS qualified health care expenses to eligible benefit recipients and their qualified dependents.  These reimbursements are in accordance with the IRS Publication 502.

HPRS has contracted with Via Benefits to administer the HRA.  Via Benefits reviews and processes the reimbursement requests from the HRA into your bank account according to the IRS requirements.  You must set up an account with Via Benefits and input banking information to receive reimbursements.

If you are eligible, allocations are made monthly into your HRA account (typically the first of the month).  The Pre Medicare HRA allocation amount is based on your Health Care Service Credit (HCSC).  Please see the HCSC chart for the breakdown.  The Medicare HRA is the same amount for all Medicare benefits recipients.  The HRA allocation amounts are reviewed and set by the Board annually.

The Pre-Medicare HRA is an open HRA.  Open HRA means that benefit recipients are eligible for the HRA regardless of where they access their health care.  However, if the benefit recipient elects to receive the Premium Tax Credits provided by the Federal government, they are not eligible to receive the HRA also.  This is an IRS rule.  Thus, is why you must “opt in” to receive the HRA as HPRS does not know if you plan to take the HRA or Premium Tax Credits.

The Medicare HRA is a closed HRA.  Closed HRA means that benefit recipients are required to enroll in a Medicare Advantage or Medicare supplement (Medigap) plan through Via Benefits to be eligible to receive the monthly HRA allocations. 

After creating a log-in on Via Benefits website (https://marketplace.viabenefits.com/HPRS) you can use the same log in on the Via Benefits App to submit receipts for reimbursement.

You may enroll or drop coverage (1) if you have a qualifying event or (2) during the open enrollment period in November each year. The effective date of coverage for open enrollment is January 1.
